Sorcery
As an additional cost to castTo cast a spell is to take it from the zone it’s in (usually the hand), put it on the stack, and pay its costs, so that it will eventually resolve and have its effect. A player may cast a spell if they have priority. See rule 601, “Casting Spells.”
To cast a card is to cast it as a spell. (CR 701.5) this spell, you may behold“Behold a [quality]” means “Reveal a [quality] card from your hand or choose a [quality] permanent you control on the battlefield.”
The phrase “if a [quality] was beheld” refers to whether or not the object had that quality at the time the player took that action, regardless of whether or not the revealed card or chosen permanent still has that quality as the spell or ability including that phrase resolves. (CR 701.4) a Dragon.
Target player discards a card with the greatest mana value among cards in their hand. If a Dragon was beheld, exileTo exile an object, move it to the exile zone from wherever it is. See rule 406, “Exile.” (CR 701.13) that player's graveyard.
